Short answer

Before paying anything, verify a certified true copy of the title from the Registry of Deeds, the current tax declaration and real property tax receipts, the approved survey plan, the zoning classification, and the seller’s identity and authority to sell.

Title (TCT or OCT)

Request a certified true copy from the Registry of Deeds where the land is located — not just a photocopy from the seller. Check that the owner’s name, technical description and lot area match, and read the annotations at the back for mortgages, liens or adverse claims.

Tax declaration and real property tax

Get the current tax declaration from the city or municipal Assessor’s Office and confirm real property taxes are paid with receipts or a tax clearance from the Treasurer’s Office.

Survey and lot plan

The approved survey or subdivision plan shows the lot’s boundaries and area. A geodetic engineer can relocate the monuments on site so you can confirm what you are buying.

Zoning and land use

Ask the city or municipal zoning office for a zoning certification. It confirms whether the lot can be used for what you plan.

  • Agricultural land may need DAR clearance or a conversion order before non-agricultural use
  • Pre-selling lots: check the developer’s DHSUD License to Sell
  • Commercial and industrial use may need a locational clearance

The seller’s authority

Confirm the seller’s identity against the title. If someone sells on the owner’s behalf, they need a notarized Special Power of Attorney. For inherited land, an extrajudicial settlement or court order may be required.
